Chattanooga Neighborhood Enterprise (CNE) is proud to announce the appointment of four new members to its Board of Directors: Adam Kinsey, Raquetta Dotley, Claudia Pullen, and Kim Printz. These new additions bring a diverse range of experience and expertise, including two prominent real estate developers, a Chattanooga City Councilwoman, and a CNE resident and community advocate, strengthening the organization's mission to expand housing opportunities and create thriving neighborhoods.

About the New Board Members

Adam Kinsey brings over two decades of real estate development experience with a strong focus on urban revitalization. As a leader of the Chattanooga Choo Choo project, he successfully transformed the historic site into a vibrant entertainment district with a significant residential component. He is now focused on urban infill projects in South Chattanooga, with a specific mission to introduce diverse housing options for all income levels. Kinsey also serves on the boards of the Chattanooga Housing Authority and the Downtown Chattanooga Alliance.

Raquetta Dotley is a Chattanooga native, City Councilwoman for District 7, and former City Council Chair. A tireless advocate for inclusive growth and neighborhood revitalization, she has championed major initiatives like the expansion of STEAM Logistics and the development of the new South Broad Stadium, both of which will create jobs and stimulate the local economy. Her work in the Westside on the One Westside plan will revitalize 300 acres, bringing new homes and commercial spaces to the area. Dotley is also the Executive Director of the Net Resource Foundation, a nonprofit dedicated to asset-based community development.

Claudia Pullen is a real estate professional who has been a passionate advocate for thoughtful and sustainable growth since relocating to Chattanooga in 2006. With a deep love for the city, she is dedicated to helping Chattanooga expand in a way that honors its rich history while embracing smart progress. Her commitment to excellence and community development will be a valuable asset to the board.

Kim Printz is a Chattanooga native and a current CNE tenant in the Highland Park neighborhood. A former special education teacher and nonprofit professional, she is now a full-time artist and art instructor at The Hart Gallery. Her direct experience as a resident of a CNE property provides a critical perspective on the organization’s work and its impact on the community.

The new board members will help guide CNE's strategic initiatives as the organization continues to pursue innovative solutions to the city's housing needs. Their appointments are effective immediately.

CNE and YM360 NeighborWorks Week 2025

In celebration of national NeighborWorks Week 2025, Chattanooga Neighborhood Enterprise (CNE) partnered with YM360 to significantly impact the Oak Grove and Ridgedale neighborhoods, putting on a powerful display of community spirit. The collaborative effort saw over 105 dedicated volunteers unite to rehabilitate 10 homes, strengthening the fabric of the Chattanooga community.

Throughout the week, volunteers from CNE and YM360 worked side by side on a variety of tangible home improvements. From porch painting and pressure washing to planting and general clean-up, their collective efforts brought immediate and visible enhancements to the properties. Beyond the physical transformations, the initiative fostered deeper connections, ignited a renewed sense of pride, and enhanced ownership among neighbors, reinforcing that this work extended far beyond beautifying properties; it was about building lasting community strength.

"We are incredibly thankful to every single person who showed up, worked hard, and brought joy into these homes," said Gracie Morales, CNE’s Healthy Neighborhoods Manager. "Your positive energy and hard work reminded us that when we come together, we don’t just fix things – we build something lasting."

CNE’s participation in NeighborWorks Week highlights its commitment to the national NeighborWorks America movement, which mobilizes thousands of residents, businesses, and community leaders across the country to create opportunities for people to live in affordable homes, build financial stability, and strengthen communities. The 2025 theme, "Creating Homes, Building America," perfectly aligns with the mission of CNE and its partners.

A special thank you is extended to the Chattanooga Public Library for their invaluable support. Through their Library Tool Checkout Service, CNE and YM360 volunteers were able to access a wide range of essential tools, from painting supplies to gardening equipment, which were crucial in enabling the successful completion of the projects. This resource played a vital role in bringing the neighborhoods together and executing the work with excellence.

Holiday Gingerbread Challenge

Highlighting four decades of creating "home" in Chattanooga, this fun-filled competition will take place on Saturday, December 6th, from 12:00 PM to 3:00 PM at the Hart Gallery on Main Street, as part of the Southside’s celebrated MainX24 festival .

CNE’s Gingerbread Challenge is a two-part event designed to inspire creativity in all ages, promising both family fun and a spectacular display of confectionary craftsmanship.

Part One: The Youth Gingerbread Building Challenge

CNE is putting out the call to all young master builders. This is the perfect chance for kids to put their crafting skills to work competing for some serious cash prizes.

For a minimum fee of $10, youth participants will receive a full gingerbread house kit and one hour to bring their creative vision to life. All completed houses will be displayed publicly for a popular vote.

Three winners will be selected:

Age 6 & Under Winner: $200 Cash Prize
Age 7-12 Winner: $200 Cash Prize
Age 13 & Up Winner: $200 Cash Prize

The youth build will take place from 12 to 2 PM with the popular vote following. Winner will be announced just before 3 PM. Families are encouraged to arrive at noon to secure a kit for building.

Part Two: The Pro Gingerbread Exhibition

The event will also feature an exhibition of spectacular, pre-built gingerbread models created by professional designers, architects, builders and enthusiasts. These jumbo 2'x2' confectionary masterpieces will be on display throughout the event, showcasing the highest level of detail and design in edible art.

A special panel of judges will evaluate the entries and award a "Best in Show" prize to the most outstanding model. The Pro winner will be announced just before 3 PM. All professional entries for exhibit must be complete by Friday, December 5th.

Homelessness is a complex issue but at its core it is a housing problem. CNE worked with local organizations to develop a toolkit to address some of the housing specific issues.

Through our research we found the majority of people experiencing homelessness are singles living alone with minimal support needs. While there will always be people that do not fit this description, a housing strategy that focuses on the majority can free up more resources for the minority with the highest amount of support needed.

This document provides a series of prototypes that can flexibly adapt to local condition and needs in Chattanooga. No matter the type, all of our PSH housing aims to meet the following criteria: small, proximate, private, and dignified.

In 2022, residents in the Oak Grove area of East Chattanooga partnered with CNE to conduct food access research. CNE presented a food mapping project to comprehensively identify current food availability and significant gaps in food security within the Chattanooga community. After a series of neighborhood planning sessions, a plan was drafted that reflects where the Oak Grove community is today and an achievable vision for the future. CNE helped facilitate the project and published the plan linked below on behalf of the community.

What does this plan do?

This plan puts on display what the priorities are for the community in enhancing their

neighborhood.

This plan identifies action steps for both neighbors and the City to hold all parties

accountable.

What doesn't this plan do?

This plan does not change any codes, zones, laws or the like. It is a guide for the community and our representatives.

This plan does not encourage the removal, disenfranchising or minimizing of any person or people in Oak Grove today.

How will this plan be implemented?

The Oak Grove neighborhood will work on action steps they select to improve their community.

The Oak Grove neighborhood will hold elected officials responsible, through elections, for making our neighborhood priorities their priorities.

Make sure our community vision is heard, and not replaced with someone else's.
Prioritize what is important to the neighbors of Oak Grove, and not outside influencers.
Set a path to walk and achieve the dreams of Oak Grove families.
Hold accountable our government, our neighbors and ourselves.

In 2020, CNE released its housing and neighborhoods policy platform titled Building Thriving Neighborhoods for EveryChattanoogan: A platform for Chattanooga candidates and elected representatives . The platform recognizes that housing and neighborhoods are an essential component to a prosperous, inclusive city, and it provides a framework for creating policies and programs that support equitable housing development and neighborhoods. It is our hope moving forward that our city's administration will use this platform as a guiding tool in their work.

Platform Values:

In order to balance private investment with the needs of income-diverse households, CNE recommends the following values drive the development of a Housing and Neighborhoods Framework:

Thriving Neighborhoods. All Chattanooga neighborhoods have quality housing, successful businesses, job opportunities, transportation and well-maintained public spaces.
Stable Households. Chattanooga supports the improvement of people’s lives and advances prosperity for all its residents.
Inclusive Economic Growth. As Chattanooga benefits economically from improved neighborhood conditions, the increased revenues are invested into opportunities benefiting all Chattanoogans.

Action Steps:

To support these core values, CNE recommends our community’s next Mayor and Council take the following action steps and strategies within year one:

CREATE an economically inclusive framework for thriving neighborhoods and housing that guides the administrative goals and strategies of the City of Chattanooga.
ESTABLISH an executive-level position to lead citywide efforts focused on achieving the Mayor’s neighborhood and housing goals, while ensuring alignment and momentum across all departments and decision-making bodies.
FORM a multi-sector Housing Commission to work alongside city leadership to create and guide the framework, integrate resident input and act as an accountability partner.
UTILIZE CNE’s Healthy Neighborhoods report as the guiding principles for undertaking neighborhood reinvestment and market building to create positive change and impact. View report online.
CREATE outcomes and metrics that are inclusive of improved market outcomes, income diversity goals and resident wellbeing indicators.
IDENTIFY and IMPLEMENT policies and programs that build neighborhood market strength and balance livability and affordability for income-diverse residents.
ESTABLISH a 10-year plan with annual goals of increasing homeowners, rental units and rehabilitated housing.
ADOPT policy interventions and strategies that promote affordable, quality housing solutions.
FIX the development practices that act as regulatory and cost barriers to new housing development by updating and revising current building and zoning codes.
ASSESS and align all current allocated funds to support housing and neighborhood goals.
PARTNER with private and philanthropic partners to leverage city investment in housing and neighborhood goals.
ESTABLISH a Housing Trust Fund by identifying the revenue streams allowed under state and local statutes that will provide dedicated, ongoing funding to achieve the goals and outcomes of the framework.

From June 1–3, 2025, more than 100 incredible volunteers came together to make a lasting impact in the Ridgedale and Oak Grove neighborhoods.

Together, we completed exterior home improvements for 10 households, strengthened connections among neighbors, and inspired the next generation by teaching youth the value of community fabric and the power of volunteering.

This event was more than a project it was a celebration of people coming together to build stronger, more vibrant neighborhoods.

Illuminate Oak Grove

Illuminate Oak Grove Project Details:

On April 12,2024, Illuminate Oak Grove brought neighbors together with flashlights, safety vests, and a mission: identify where lighting was missing across the community.

Residents teamed up with CPD officers and CNE staff to walk streets, alleys, and corners, noting areas in need of better illumination.

The findings were reported to the city and EPB for action, making Oak Grove a brighter, safer, and more welcoming neighborhood for all.

Rock Your Porch

From September 16–24, 2024, Oak Grove residents united for the Rock Your Porch project, revitalizing five porches in need of repair.

Volunteers worked side by side to replace rotted wood, stabilize structures, and add fresh finishes that restored both safety and curb appeal.

Beyond the physical improvements, this project highlighted the power of neighbors coming together to build a stronger, more connected community.

Introducing Christopher Thompson CNE's New CEO

Chattanooga Neighborhood Enterprise announces the appointment of Christopher Thompson as its new chief executive officer. After a nationwide search, which attracted over 300 candidates, Mr. Thompson will step into the role on March 3. Current President and CEO, Martina Guilfoil, is set to retire at the end of February, but will remain active in the transition period.

Mr. Thompson brings experience in community and economic development to CNE. He currently serves as the chief executive officer of the West Central Missouri Community Action Agency and the West Central Community Development Corporation (d/b/a New Growth), both headquartered in Appleton City, Mo.

West Central is one of 19 community action agencies in Missouri, serving nine primary counties in the West Central region, including Cass County in the KC Metro. West Central administers a wide range of programs, including housing assistance, food security, multi-family housing, home weatherization, energy and emergency assistance and workforce solutions. New Growth, a West Central initiative, focuses on community economic development throughout the West Central region and beyond. This includes administering New Growth Transit, a rural transit network; the Start Here business acceleration network; the Missouri Rural Development Partnership; the New Growth Women’s Business Center; the 5-State Heartland Region Food Business Center; and New Growth Capital, a micro-lending program and credit-building program.

Prior to his leadership at West Central/New Growth, Mr. Thompson practiced as a commercial real estate attorney for over 15 years. He also gained experience in the field of rural community economic development through a national poverty initiative and worked in the Atlanta area with partners like Emory University on various community entrepreneurship and community development efforts.

“The CNE Board of Directors is delighted to welcome Chris Thompson as our new chief executive officer,” said Andrea Hardaway, CNE’s Board chair. “His extensive experience in community and economic development, coupled with his proven track record of success in leading complex organizations, makes him an excellent fit to lead CNE into the future. We are immensely grateful to the CEO Search Committee and The Moran Company search firm for their commitment to this process.”

CNE’s current CEO, Martina Guilfoil, said, “I’m thrilled the Board has selected such a highly experienced and knowledgeable leader to step into the CEO role. Chris brings a deep understanding of CNE’s lines of business and a strong vision for the future. I am confident that under Chris’s leadership, CNE will continue to grow its impact and make an even greater difference in the Chattanooga community."

Mr. Thompson holds a Juris Doctor (J.D.) from the University of Missouri-Columbia School of Law, a Master of Laws (LL.M.) in Dispute Resolution from the same institution, and a Bachelor of Science in Business Administration (human resources) from the University of Missouri-Columbia.
