Oak Grove Stories at the Hispanic Heritage Month Celebration

On September 17th, the stories of Oak Grove residents were featured at the Hispanic HeritageMonth celebration at the Chattanooga Arts Theater. A video showing portions of the storiesfrom our August showcase was presented to the audience as part of the evening's program. Itwas meaningful to see the work these residents did with Jason Tinney of Cast Iron Storytellingreach a much larger audience only a few weeks after they first shared it with their ownneighbors.

The event was a wonderful celebration of connectivity and community. Families and residentsfrom across Chattanooga gathered to celebrate heritage and culture, and Oak Grove wasrepresented through the voices of the people who live there. That is at the heart of our work atChattanooga Neighborhood Enterprise. We are grateful to the organizers for including OakGrove in the celebration, and to our storytellers, whose willingness to share their experiencescontinues to open doors for their community.

Rock the Porch 2026

On August 14, we welcomed 40 volunteers from the Bryan College soccer team to Oak Grove for our Rock the Porch event.

Together, volunteers worked on six neighborhood homes, helping with porch painting, small repairs, landscaping, and other improvements that gave each property a little extra love.

And it was HOT! But even with the summer heat, the team's energy, dedication, and willingness to serve never wavered. They showed up ready to work and stayed committed throughout the day.

Rock the Porch is about showing up for our neighbors, building relationships, and creating opportunities for people to connect with the Oak Grove community.

A special thank you to the Bryan College Womens soccer team and to everyone who helped make the day possible. We appreciate every person who gave their time, energy, and support and connected with our neighborhood through this project.

Story Telling Sessions

On August 31st, six Oak Grove residents stood up in front of their neighbors and told theirstories. That night was the showcase for the Oak Grove Storytelling Workshops, and it was oneof the proudest moments we have had in this neighborhood. Over a series of three workshopswith Jason Tinney of Cast Iron Storytelling, in collaboration with Next Exit Productions and withsupport from ArtsBuild, these residents shared memories, shaped them into stories, and foundthe courage to bring them to a stage. The free performance filled the room with neighbors,families, and community partners, and the stories they heard were about Oak Grove itself: thefamilies who have been here for generations, the newcomers who chose to make it home, andthe everyday moments that make this community what it is.

At Chattanooga Neighborhood Enterprise, we have worked alongside Oak Grove residents foryears through direct outreach, neighborhood meetings, and the development of the Oak GroveNeighborhood Plan, and we believe a strong neighborhood is about more than housing. It isabout the pride people feel in the place they call home. Oak Grove is one of the most diverseneighborhoods in Chattanooga, and its residents deserve to see themselves reflected in it. Thisshowcase was only phase one. The stories shared on August 31st will now be turned intopermanent wayfinding signage and public art throughout the neighborhood, designed by a localartist chosen with community input. To the six residents who trusted us with their stories, andto everyone who came out to listen: thank you. Oak Grove, this was for you.

Community Impact Measurement Survey Event 2026

We had an incredible group of 40 volunteers from the Bryan College Men’s Soccer Team join us in Ridgedaleto help complete our 2026 Community Impact Measurement Survey.

The day started with a training session at Redbud, right in the heart of the neighborhood. A special thankyou to Redbud for opening your doors and giving us a space to gather, train, and get everyone ready for theday.

After training, the team hit the streets and surveyed the entire Ridgedale neighborhood twice. And whenwe say it was hot, it was HOT! Even in the blazing summer heat, these guys kept going. Their energy,teamwork, and dedication never wavered.

The information collected through this survey will help us better understand where we are today and wherewe are going. It gives us another way to measure neighborhood conditions, identify needs, track progress,and make better decisions about where resources and investments can have the greatest impact for theneighborhoods we serve.

This was a big undertaking, and we truly could not have done it without these guys.

Full Circle

Full Circle is a reentry mentoring program that creates a healthy, supportive community around people as they return home and rebuild their lives. We pair participants with volunteer mentors and bring everyone together regularly, creating a community of people who encourage one another, believe in one another, and genuinely want to see each other succeed.

Community agencies are an important part of that circle too, and having CNE spend time with our group and share practical information on housing and neighborhood resources is a great example of what Full Circle is all about.

Back to School Bash at the Park

On July 25, 2026, the Back to School Bash at the Park brought together a wonderful cross-collaboration of community partners, including Green Spaces, Rotary Clubs, Restoration Vineyard Church, and the CNE Oak Grove neighborhood. Together, the group gave out more than 150 backpacks and fed over 180 individuals, helping families get ready for the new school year.

We would also like to thank Cricket Wireless for their support of the event, and we were honored to have local elected officials Councilwoman Marvene Noel and Commissioner Joe Graham in attendance. Events like this highlight the power of partnership and shared purpose across our community. We are so thankful for the hard work of everyone involved and for the impact this event had on the families and students it served.

CNE Visits Rotary Club Back to School Bash Stuffing Party

10K Meals

On Saturday, August 8th, more than 60 volunteers gathered at Restoration Vineyard Church in Oak Grove for the 2nd Annual Meal Packathon. Volunteers of all ages participated, working together across the packing stations throughout the event. The turnout reflected strong continued support for the initiative and its mission.

The event exceeded expectations, with volunteers packing over 11,000 meals, surpassing last year's total. Oak Grove is proud to have so many caring individuals who donated their time to pack meals for those in need.

Down Payment Assistance Programs in Tennessee: What Chattanooga Residents Need to Know

For most first-time buyers, the biggest thing standing between them and a home isn't their monthly budget. It's the cash needed up front. The down payment and closing costs can feel like a wall, and rightfully so. A house down payment is the standard in the lending industry, and it can quickly become a barrier to entry when trying to save up for that 20 percent number.

Here's what a lot of Chattanoogans don't realize: you may need far less than you think for a down payment, and there are real programs built to help cover that up-front cost, both statewide and right here at home. Let's walk through what's available and how to use it.

First, what is down payment assistance?

Down payment assistance (DPA) is help covering your down payment and, often, your closing costs. It usually comes as a second loan alongside your main mortgage. Some of these are deferred, meaning you make no monthly payments and may not owe anything unless you sell or refinance. Some are even forgiven over time. Others are repaid monthly at a low rate. The right one depends on your situation, which is exactly the kind of thing a good lender helps you sort out.

Statewide help: the Tennessee Housing Development Agency (THDA)

Tennessee's main source of homebuyer help is THDA. It doesn't lend to homebuyers directly. Instead, it offers below-market mortgages paired with down payment assistance through approved local lenders.

Its flagship is the Great Choice Home Loan, a 30-year fixed-rate mortgage. Pair it with Great Choice Plus, THDA's down payment assistance, and you have two options to choose from:

A deferred, forgivable option at 0% interest with no monthly payment, forgiven over time as long as you stay in the home.
An amortizing option that lets you borrow a larger amount, repaid monthly at the same rate as your first mortgage.

THDA also offers Homeownership for the Brave, a reduced-rate option for military members, veterans, and first responders. One requirement worth knowing up front: THDA down payment assistance requires completing a homebuyer education class, which is something CNE provides.

Exact amounts, income limits, and purchase-price limits vary by county and household size, and THDA updates them periodically. Rather than chase a number that may be out of date by the time you apply, confirm the current figures with a THDA-approved lender.

Local help: what CNE offers Chattanooga buyers

Here's where being local matters. CNE is a Chattanooga nonprofit that has helped more than 3,400 residents buy their first home, and we bring the pieces together in one place: homebuyer education, down payment assistance, and access to a range of loan products.

CNE offers its own down payment assistance to help qualified buyers cover up-front costs, and we can help you tap statewide programs like THDA's at the same time. The advantage of working with a local team is simple: instead of guessing which program fits, you sit down with people who know all of them and can match you to the right combination.

Before you apply: a few things to know

Check your credit score first. There's no magic number, but 640 or above generally opens the widest range of options. Below that, CNE's free financial coaching can help you build a plan to get there.
“First-time buyer” is broader than it sounds. For many programs, it simply means you haven't owned a home in the past three years.
Income and price limits apply. These vary by county and household size, so a quick conversation is the fastest way to know where you stand.
Plan for the education class. It's required for most assistance programs, and it's genuinely useful. CNE offers it.

Action Leads to Change: Illuminate Oak Grove

Action leads to change! During a recent Illuminate Oak Grove event, volunteers came together to identify more than 40 streetlights in need of maintenance across 10 neighborhood routes — a hands-on effort aimed at making Oak Grove safer and brighter for everyone who calls it home.

A True Community Partnership

This kind of impact doesn't happen alone. A big shoutout goes to:

Oak Grove residents, who showed up and walked the routes
Chattanooga Police Department (CPD), for their continued partnership and support
Commissioner Joe Graham, for working alongside the community to drive real change

Together, this team identified the trouble spots that matter most, the dark corners and dim stretches that residents notice every day. By identifying these locations the community took the first step towards getting them fixed.

Why it Matters

Well-lit streets aren't just about visibility. They're about safety, walkability, and helping neighbors feel secure in their own community after the sun goes down. Clean Your Yard: Neighbors Coming Together for Oak Grove

CNE teamed up with volunteers from the Oak Grove Neighborhood for our Clean Your Yard event, and the results speak for themselves. Together, we cleared three alleyway sections and hauled away more than 20 bags of trash and debris.

These new additions bring a diverse range of experience and expertise, including two prominent real estate developers, a Chattanooga City Councilwoman, and a CNE resident and community advocate, strengthening the organization's mission to expand housing opportunities and create thriving neighborhoods.

About the New Board Members

Adam Kinsey brings over two decades of real estate development experience with a strong focus on urban revitalization. As a leader of the Chattanooga Choo Choo project, he successfully transformed the historic site into a vibrant entertainment district with a significant residential component. He is now focused on urban infill projects in South Chattanooga, with a specific mission to introduce diverse housing options for all income levels. Kinsey also serves on the boards of the Chattanooga Housing Authority and the Downtown Chattanooga Alliance.

Raquetta Dotley is a Chattanooga native, City Councilwoman for District 7, and former City Council Chair. A tireless advocate for inclusive growth and neighborhood revitalization, she has championed major initiatives like the expansion of STEAM Logistics and the development of the new South Broad Stadium, both of which will create jobs and stimulate the local economy. Her work in the Westside on the One Westside plan will revitalize 300 acres, bringing new homes and commercial spaces to the area. Dotley is also the Executive Director of the Net Resource Foundation, a nonprofit dedicated to asset-based community development.

Claudia Pullen is a real estate professional who has been a passionate advocate for thoughtful and sustainable growth since relocating to Chattanooga in 2006. With a deep love for the city, she is dedicated to helping Chattanooga expand in a way that honors its rich history while embracing smart progress. Her commitment to excellence and community development will be a valuable asset to the board.

Kim Printz is a Chattanooga native and a current CNE tenant in the Highland Park neighborhood. A former special education teacher and nonprofit professional, she is now a full-time artist and art instructor at The Hart Gallery. Her direct experience as a resident of a CNE property provides a critical perspective on the organization’s work and its impact on the community.

The new board members will help guide CNE's strategic initiatives as the organization continues to pursue innovative solutions to the city's housing needs. Their appointments are effective immediately.

CNE and YM360 NeighborWorks Week 2025

In celebration of national NeighborWorks Week 2025, Chattanooga Neighborhood Enterprise (CNE) partnered with YM360 to significantly impact the Oak Grove and Ridgedale neighborhoods, putting on a powerful display of community spirit. The collaborative effort saw over 105 dedicated volunteers unite to rehabilitate 10 homes, strengthening the fabric of the Chattanooga community.

Throughout the week, volunteers from CNE and YM360 worked side by side on a variety of tangible home improvements. From porch painting and pressure washing to planting and general clean-up, their collective efforts brought immediate and visible enhancements to the properties. Beyond the physical transformations, the initiative fostered deeper connections, ignited a renewed sense of pride, and enhanced ownership among neighbors, reinforcing that this work extended far beyond beautifying properties; it was about building lasting community strength.

"We are incredibly thankful to every single person who showed up, worked hard, and brought joy into these homes," said Gracie Morales, CNE’s Healthy Neighborhoods Manager. "Your positive energy and hard work reminded us that when we come together, we don’t just fix things – we build something lasting."

CNE’s participation in NeighborWorks Week highlights its commitment to the national NeighborWorks America movement, which mobilizes thousands of residents, businesses, and community leaders across the country to create opportunities for people to live in affordable homes, build financial stability, and strengthen communities. The 2025 theme, "Creating Homes, Building America," perfectly aligns with the mission of CNE and its partners.

A special thank you is extended to the Chattanooga Public Library for their invaluable support. Through their Library Tool Checkout Service, CNE and YM360 volunteers were able to access a wide range of essential tools, from painting supplies to gardening equipment, which were crucial in enabling the successful completion of the projects. This resource played a vital role in bringing the neighborhoods together and executing the work with excellence.

Holiday Gingerbread Challenge

Highlighting four decades of creating "home" in Chattanooga, this fun-filled competition will take place on Saturday, December 6th, from 12:00 PM to 3:00 PM at the Hart Gallery on Main Street, as part of the Southside’s celebrated MainX24 festival .

CNE’s Gingerbread Challenge is a two-part event designed to inspire creativity in all ages, promising both family fun and a spectacular display of confectionary craftsmanship.

Part One: The Youth Gingerbread Building Challenge

CNE is putting out the call to all young master builders. This is the perfect chance for kids to put their crafting skills to work competing for some serious cash prizes.

For a minimum fee of $10, youth participants will receive a full gingerbread house kit and one hour to bring their creative vision to life. All completed houses will be displayed publicly for a popular vote.

Three winners will be selected:

Age 6 & Under Winner: $200 Cash Prize
Age 7-12 Winner: $200 Cash Prize
Age 13 & Up Winner: $200 Cash Prize

The youth build will take place from 12 to 2 PM with the popular vote following. Winner will be announced just before 3 PM. Families are encouraged to arrive at noon to secure a kit for building.

Part Two: The Pro Gingerbread Exhibition

The event will also feature an exhibition of spectacular, pre-built gingerbread models created by professional designers, architects, builders and enthusiasts. These jumbo 2'x2' confectionary masterpieces will be on display throughout the event, showcasing the highest level of detail and design in edible art.

A special panel of judges will evaluate the entries and award a "Best in Show" prize to the most outstanding model. The Pro winner will be announced just before 3 PM. All professional entries for exhibit must be complete by Friday, December 5th.

Homelessness & Incremental Housing Toolkit

Homelessness is a complex issue but at its core it is a housing problem. CNE worked with local organizations to develop a toolkit to address some of the housing specific issues.

Through our research we found the majority of people experiencing homelessness are singles living alone with minimal support needs. While there will always be people that do not fit this description, a housing strategy that focuses on the majority can free up more resources for the minority with the highest amount of support needed.

This document provides a series of prototypes that can flexibly adapt to local condition and needs in Chattanooga. No matter the type, all of our PSH housing aims to meet the following criteria: small, proximate, private, and dignified.

2022 Food Mapping

In 2022, residents in the Oak Grove area of East Chattanooga partnered with CNE to conduct food access research. CNE presented a food mapping project to comprehensively identify current food availability and significant gaps in food security within the Chattanooga community. These detailed maps were presented to local organizations and communities working to improve the local food system.

Oak Grove Neighborhood Plan Project Details:

After a series of neighborhood planning sessions, a plan was drafted that reflects where the Oak Grove community is today and an achievable vision for the future. CNE helped facilitate the project and published the plan linked below on behalf of the community.

What does this plan do?

This plan puts on display what the priorities are for the community in enhancing their

neighborhood.

This plan identifies action steps for both neighbors and the City to hold all parties

accountable.

What doesn't this plan do?

This plan does not change any codes, zones, laws or the like. It is a guide for the community and our representatives.

This plan does not encourage the removal, disenfranchising or minimizing of any person or people in Oak Grove today.

How will this plan be implemented?

The Oak Grove neighborhood will work on action steps they select to improve their community.

The Oak Grove neighborhood will hold elected officials responsible, through elections, for making our neighborhood priorities their priorities.

Make sure our community vision is heard, and not replaced with someone else's.
Prioritize what is important to the neighbors of Oak Grove, and not outside influencers.
Set a path to walk and achieve the dreams of Oak Grove families.
Hold accountable our government, our neighbors and ourselves.

How will this plan be implemented?

In 2020, CNE released its housing and neighborhoods policy platform titled Building Thriving Neighborhoods for EveryChattanoogan: A platform for Chattanooga candidates and elected representatives . The platform recognizes that housing and neighborhoods are an essential component to a prosperous, inclusive city, and it provides a framework for creating policies and programs that support equitable housing development and neighborhoods. It is our hope moving forward that our city's administration will use this platform as a guiding tool in their work.

In order to balance private investment with the needs of income-diverse households, CNE recommends the following values drive the development of a Housing and Neighborhoods Framework:

Thriving Neighborhoods. All Chattanooga neighborhoods have quality housing, successful businesses, job opportunities, transportation and well-maintained public spaces.
Stable Households. Chattanooga supports the improvement of people’s lives and advances prosperity for all its residents.
Inclusive Economic Growth. As Chattanooga benefits economically from improved neighborhood conditions, the increased revenues are invested into opportunities benefiting all Chattanoogans.

Action Steps:

To support these core values, CNE recommends our community’s next Mayor and Council take the following action steps and strategies within year one:

CREATE an economically inclusive framework for thriving neighborhoods and housing that guides the administrative goals and strategies of the City of Chattanooga.
ESTABLISH an executive-level position to lead citywide efforts focused on achieving the Mayor’s neighborhood and housing goals, while ensuring alignment and momentum across all departments and decision-making bodies.
FORM a multi-sector Housing Commission to work alongside city leadership to create and guide the framework, integrate resident input and act as an accountability partner.
UTILIZE CNE’s Healthy Neighborhoods report as the guiding principles for undertaking neighborhood reinvestment and market building to create positive change and impact. View report online.
CREATE outcomes and metrics that are inclusive of improved market outcomes, income diversity goals and resident wellbeing indicators.
IDENTIFY and IMPLEMENT policies and programs that build neighborhood market strength and balance livability and affordability for income-diverse residents.
ESTABLISH a 10-year plan with annual goals of increasing homeowners, rental units and rehabilitated housing.
ADOPT policy interventions and strategies that promote affordable, quality housing solutions.
FIX the development practices that act as regulatory and cost barriers to new housing development by updating and revising current building and zoning codes.
ASSESS and align all current allocated funds to support housing and neighborhood goals.
PARTNER with private and philanthropic partners to leverage city investment in housing and neighborhood goals.
ESTABLISH a Housing Trust Fund by identifying the revenue streams allowed under state and local statutes that will provide dedicated, ongoing funding to achieve the goals and outcomes of the framework.

From June 1–3, 2025, more than 100 incredible volunteers came together to make a lasting impact in the Ridgedale and Oak Grove neighborhoods.

Together, we completed exterior home improvements for 10 households, strengthened connections among neighbors, and inspired the next generation by teaching youth the value of community fabric and the power of volunteering.

This event was more than a project it was a celebration of people coming together to build stronger, more vibrant neighborhoods.

Illuminate Oak Grove

Illuminate Oak Grove Project Details:

On April 12,2024, Illuminate Oak Grove brought neighbors together with flashlights, safety vests, and a mission: identify where lighting was missing across the community.

Residents teamed up with CPD officers and CNE staff to walk streets, alleys, and corners, noting areas in need of better illumination.

The findings were reported to the city and EPB for action, making Oak Grove a brighter, safer, and more welcoming neighborhood for all.

Rock Your Porch

Project Details:

From September 16–24, 2024, Oak Grove residents united for the Rock Your Porch project, revitalizing five porches in need of repair.

Volunteers worked side by side to replace rotted wood, stabilize structures, and add fresh finishes that restored both safety and curb appeal.

Beyond the physical improvements, this project highlighted the power of neighbors coming together to build a stronger, more connected community.

Mai Bell II development is a 47-unit cluster of walk-up buildings at Union Avenue and Hawthorne Street in Highland Park.

Buildings constructed include a three-story, 27-unit apartment building plus four 2-bed quadplex buildings and one 1-bed quadplex building.

2105-2111 Bailey Ave make up a four-building row of sixplexes completed in 2021. These projects were combined into a single lot to maximize site utility efficiencies and parking, while minimizing stormwater infrastructure and commercial loan costs.

To add density to the neighborhood, CNE constructed two sixplex prototypes along with single family homes on Union Avenue in Ridgedale. The sixplex courtyard, which consists of five buildings in a serpentine layout accounted for 30 new units. Across the street, two standalone sixplexes were constructed bringing the total number units to 42.

Introducing Christopher Thompson CNE's New CEO

Chattanooga Neighborhood Enterprise announces the appointment of Christopher Thompson as its new chief executive officer. After a nationwide search, which attracted over 300 candidates, Mr. Thompson will step into the role on March 3. Current President and CEO, Martina Guilfoil, is set to retire at the end of February, but will remain active in the transition period.

Mr. Thompson brings experience in community and economic development to CNE. He currently serves as the chief executive officer of the West Central Missouri Community Action Agency and the West Central Community Development Corporation (d/b/a New Growth), both headquartered in Appleton City, Mo.

West Central is one of 19 community action agencies in Missouri, serving nine primary counties in the West Central region, including Cass County in the KC Metro. West Central administers a wide range of programs, including housing assistance, food security, multi-family housing, home weatherization, energy and emergency assistance and workforce solutions. New Growth, a West Central initiative, focuses on community economic development throughout the West Central region and beyond. This includes administering New Growth Transit, a rural transit network; the Start Here business acceleration network; the Missouri Rural Development Partnership; the New Growth Women’s Business Center; the 5-State Heartland Region Food Business Center; and New Growth Capital, a micro-lending program and credit-building program.

Prior to his leadership at West Central/New Growth, Mr. Thompson practiced as a commercial real estate attorney for over 15 years. He also gained experience in the field of rural community economic development through a national poverty initiative and worked in the Atlanta area with partners like Emory University on various community entrepreneurship and community development efforts.

“The CNE Board of Directors is delighted to welcome Chris Thompson as our new chief executive officer,” said Andrea Hardaway, CNE’s Board chair. “His extensive experience in community and economic development, coupled with his proven track record of success in leading complex organizations, makes him an excellent fit to lead CNE into the future. We are immensely grateful to the CEO Search Committee and The Moran Company search firm for their commitment to this process.”

CNE’s current CEO, Martina Guilfoil, said, “I’m thrilled the Board has selected such a highly experienced and knowledgeable leader to step into the CEO role. Chris brings a deep understanding of CNE’s lines of business and a strong vision for the future. I am confident that under Chris’s leadership, CNE will continue to grow its impact and make an even greater difference in the Chattanooga community."

"I am truly honored to be the next CEO of this incredible organization with its rich history and strong legacy of working towards a more inclusive, prosperous, and vibrant Chattanooga," said Mr. Thompson. "I look forward to building on the tremendous groundwork laid by Martina, the staff and the Board, and to working closely with the city, community organizations, builders and developers, foundations, and residents of Chattanooga in advancing CNE's mission of 'creating economically diverse neighborhoods, filled with financially empowered citizens and housing for all'."

Mr. Thompson holds a Juris Doctor (J.D.) from the University of Missouri-Columbia School of Law, a Master of Laws (LL.M.) in Dispute Resolution from the same institution, and a Bachelor of Science in Business Administration (human resources) from the University of Missouri-Columbia.

“I am honored to be selected as the new CEO of CNE,” said Mr. Thompson. “I am excited to work with the talented CNE team to build upon the organization’s strong foundation and make a positive impact on the communities we serve.”
